$50B in federal funding
is available now
to improve patient care.
The Rural Health Transformation Program (RHTP) is a $50 billion federal initiative to strengthen rural healthcare, and many states are prioritizing expanded maternal care access and technology-enabled care. INVU™ is the only FDA-cleared wearable for remote non-stress testing (NST), and Nuvo partners with eligible providers at every step — from subgrant application through deployment.
Rural Health Transformation Program Overview
The Rural Health Transformation Program (RHTP) supports innovative approaches to strengthening rural healthcare through state-administered funding. For maternal health providers, it offers an opportunity to expand access to prenatal care through remote monitoring and other technology-enabled programs. Nuvo helps eligible providers identify funding opportunities, prepare applications, and deploy INVU™.

Does your institution qualify for RHTP subgrants?
RHTP subgrants are distributed by states to licensed rural healthcare providers. If your organization serves rural patients in any of these categories, you are a potential subgrant recipient.
Critical Access Hospitals
Rural hospitals with 25 or fewer inpatient beds designated by CMS. CAHs are primary recipients of RHTP maternal care subgrants, particularly those in counties classified as maternity care deserts.
Federally Qualified Health Centers
Community health centers serving underserved rural and urban populations. FQHCs providing OB or prenatal services are eligible RHTP subgrant targets, particularly those serving Medicaid-predominant patient panels.
Rural Health Clinics
Certified rural clinics providing primary care in health professional shortage areas. RHCs with OB or midwife capacity are direct participants in state RHTP subgrant programs for prenatal technology deployment.
Rural OB & MFM Practices
Independent or hospital-affiliated obstetric and maternal-fetal medicine practices serving rural populations. These practices can receive RHTP subgrants directly or through state-administered rural provider programs.
Urban Networks Serving Rural Patients
Academic medical centers and regional health networks that can demonstrate measurable rural patient impact are eligible RHTP targets. Systems serving rural patients via telehealth or outreach qualify under RHTP's broad rural impact mandate.
Ask us to check your eligibility
Our team works with providers at every stage of the RHTP subgrant process — from initial eligibility review through procurement and deployment. We'll help you determine whether your institution qualifies and what your state has available.
Check my eligibility →INVU™ supports sole-source justification
Because INVU™ is the only FDA-cleared Class II wearable for remote, self-administered NST monitoring, it provides a strong basis for noncompetitive procurement under 2 CFR §200.320(c). Your procurement team may acquire INVU™ directly, with no bidding process.
How to secure RHTP funding to deploy INVU™
RHTP funding is distributed annually through 2030. Each funding cycle includes application, state review, award, procurement, and obligation of funds, with timelines and application windows determined by each state.
Confirm your state's current funding status
Each state manages its own RHTP funding cycle, with different application windows, requirements, and award timelines. Some states are accepting applications, while others are preparing for the next cycle. Nuvo tracks state programs and can help you identify your state’s status, upcoming opportunities, and application requirements.
Build your application with Nuvo's support — before you submit
A strong RHTP subgrant application needs a clear clinical narrative: which patients you will serve, what technology you will deploy, and why it qualifies. Nuvo provides a complete application support kit: peer-reviewed clinical evidence, a ready-made INVU™ program description, real-world outcomes data, FDA clearance records, CPT reimbursability documentation, and sole-source justification language — everything your grants team needs to submit a complete, compliant application.
Acquire INVU™ via sole-source procurement
With your subgrant award in place, your procurement team can acquire INVU™ through sole-source procurement where permitted under applicable federal and state procurement requirements, including 2 CFR §200.320(c). Nuvo provides the documentation needed to support the procurement process, including FDA clearance records, sole-source justification language, pricing, and contract terms.
Obligate funds before the deadline
Awarded funds are only secured once they're obligated — a signed procurement contract, executed before your state's deadline. Funds not obligated in time are forfeited.
Deploy INVU™ and begin monitoring patients
Nuvo handles onboarding, clinical training, app setup, and EMR integration. Your clinical staff is trained and your first cohort of high-risk patients can begin remote NST monitoring within weeks of contract execution.

deadline are forfeited.
Nuvo deploys INVU™ — onboarding, staff training, EMR integration and device shipment. First patients begin remote NST monitoring.
Why INVU™ aligns with RHTP priorities
Many state RHTP plans explicitly fund remote patient monitoring and expanded maternal care access. INVU™ fits both: an FDA-cleared wearable designed from the ground up for prenatal monitoring outside the clinic — so high-risk pregnancies can be monitored without repeated in-person NST visits.
-
Reimbursable under CPT 59025 — the existing NST billing code — so your practice generates ongoing revenue while serving RHTP-funded patients.
-
No OB on site required. Patients self-administer at home, work, or wherever they are, while clinicians review remotely and asynchronously.
-
53% reported reduction in RN time. Frees already-scarce clinical staff to care for more patients while expanding access.
-
Reduces unnecessary OB-ED visits. At McMorries, all patients presenting with decreased fetal movement were able to avoid an OB-ED visit through remote triage with INVU™.
-
Supports ACOG monitoring guidelines. Makes recommended monitoring more accessible for patients who face long travel times. At McMorries OBGYN, 80% of patients completed NSTs during a work break.
-
TIME Best Invention 2024. Supported by multiple peer-reviewed clinical studies, including publications in AJOG, Scientific Reports, IJGO, and Frontiers in Bioengineering.
Real-World Results
Validated at McMorries Obstetrics, Gynecology & Fertility — a practice with 80% of patients traveling 45+ minutes each way.
Questions about RHTP funding and INVU™
What grants, procurement, and clinical teams need to know before applying.
Can Nuvo receive RHTP funds directly?
No. RHTP subgrant funds flow to eligible rural providers. Your institution receives the funds, then procures INVU™ as the qualifying maternal care technology.
Does INVU™ qualify for sole-source procurement?
INVU™ is the only FDA-cleared Class II remote NST wearable — a strong basis for sole-source justification under 2 CFR §200.320(c). Final determinations rest with your institution and state program.
Who should apply for RHTP subgrant funding?
Eligible applicants may include Critical Access Hospitals, Federally Qualified Health Centers, Rural Health Clinics, and rural OB or MFM practices.
When should providers begin the application process?
As early as possible. Application, award, procurement, and contracting all take time, and each program year's funds must be obligated by that year's deadline. Nuvo can help you find out where your state stands.
What does Nuvo provide during the application process?
Nuvo can provide clinical evidence, FDA documentation, reimbursement materials, program language, procurement support, implementation planning, and training resources.
Can Nuvo receive RHTP funds directly?
No. RHTP subgrant funds flow to eligible rural providers. Your institution receives the funds, then procures INVU™ as the qualifying maternal care technology.
What happens after Year 1 Funding has been allocated?
RHTP distributes $10 billion annually through 2030. If you missed a Year 1 window, preparing now positions you for the next cycle.
My state hasn't opened applications — what should I do?
Every state runs RHTP on its own schedule. Confirm eligibility, gather patient volume figures, and request your state's kit from us now so you're ready when the window opens.
Your state's RHTP funds won't wait.
Between application, state review, award, and contracting, most of a funding cycle is spoken for before the obligation deadline arrives. Starting early gives your organization the best chance to complete the process before funds expire.
